Sie bezieht sich auf dominant werdende ökonomische Prozesse und Erfordernisse. Die Gründe dafür sind u.a. im Zusammenhang mit grundlegenden Veränderungen der gesellschaftlichen, insbesondere der wirtschaftlichen Rahmenbedingungen heilpädagogischen Handelns zu sehen. Die neue Zukunftsformel heißt „Qualität". Da dieser Begriff eine unterschiedliche Herkunft hat und auch divergent deutbar ist, entsteht eine Situation der Verunsicherung. Gleichwohl werden für die sozialen Institutionen und für das organisierte Helfen neue normative Orientierungen wirksam. In the discussion of pedagogy and special edu-cation, a new thematic prioritization is emerging, based on the increasingly dominant influence of economic processes and requirements. Reasons for this situation can be found in the context of fundamental changes in the social, and particularly the economic, framework within which special education operates. The new formula for the future is „quality". Because this term is of hybrid origin and has divergent meanings, a situation of un-certainty is being created.
